
The Obama administration announced a new program last week that offers students a certificate of completion in digital literacy that’s supposed to boost their chances of earning a master’s degree in digital studies.
But the program is also sparking controversy among some students, who say it’s a way to make up for failing courses they take in college.

As part of the digital diploma program, students who enroll in courses they’re currently taking in college will get an online certificate from a company that specializes in online courses.
The certificate will include the content of the courses and provide information on how to pass the online exam.
The Obama administration says the new program will help students who want to “continue their studies in the digital field” while they complete college.
But many students and professors worry the certificates are an opportunity to boost graduation rates and make up the difference between failing and passing courses.
At first glance, the certificate is similar to an online college degree, such as an associate’s degree, which graduates with a certificate and credits toward the requirements for a degree in the field.
But students who complete online courses are expected to complete those courses in real time and then retake them at the end of their courses.
Some online courses require students to sit for the exam multiple times, which can take up to an hour.
In contrast, some degree-granting colleges require students in real-time to sit in class to take the exam, and they often give students the option to retake those classes.
Some students say they’re disappointed that they can’t take the online courses they’d like to take, or the certificates they’ve earned in college, in order to complete their degree.
“It feels like we’re being told we can’t complete a course in the way that we want to,” said Lillian Miller, a 21-year-old student from San Diego who received the certificate.

But if I’m at the point where I feel like I’m not ready, I’ll get an email that says, ‘We’ve decided to let you finish the course in our time-based system.’
“The program, which began in the spring of 2018, allows students to enroll in a digital certificate from the program’s own online provider.
The online certificate will give students access to course content and course materials, including assignments and tests, as well as the required materials to pass a test in order for them to graduate.
But the online certificate also will include a series of “exams” designed to test students on their skills, including online quizzes and test-taking scenarios.
Students will also have access to a suite of online tools that they’ll be able to use to track their progress online and to help them plan and analyze their coursework online.

I was not sure if I would get the certificate,” said a 21 year old from Santa Clara, California, who received her certificate in the program.
“I didn’t think that it would be a lot of work.”
The 21-month-old graduated with a bachelor’s degree from Santa Barbara State University, but she said the certificate wasn’t enough to keep her interested in pursuing a master degree.
“I don’t think I will be going back to school for a master,” she said.
According to the program, graduates of the online course will have an average of 4.6 years of education.
The government says the certificate will help increase the number of students who are able to complete a master of digital studies degree within four years.
In an interview with the Associated Press, a representative of the Obama administration said the program would not have a financial impact on students.
But some students said they were concerned about the program because it’s designed to make college more affordable for them.
“If I want to go into graduate school and I can’t afford the tuition, then that is not a reason to go to college,” said Margo Gebhardt, a 20-year old student from Atlanta.
Critics say the program encourages students to take online courses in order not to pay tuition, and that it’s unrealistic to expect students to pay for the courses once they graduate.
The administration is also concerned about what the certificate might mean for students who can’t pay tuition.
“This is a big moneymaker for the Obama White House,” said David Bier, a professor at the School of Digital Media at Arizona State University.
“But if you think about it, if you’re in a class of people who are taking online courses, who have less money, this is not something that’s going to change their calculus at all.”
